27971 (2026). Lan Pham to the Minister of Local Government: Following Reply 20045 (2026), does the Minister accept that the restriction requiring consents for wastewater treatment plants to be "no more or less restrictive than is necessary to give effect to the wastewater environmental performance standard", which he gave as the reason for not adopting a suggestion from Health New Zealand for the wastewater standards, was introduced by the Minister himself through section 80(2) of the Local Government (Water Services) (Repeals and Amendments) Act 2025?
