Hon Ginny Andersen to the Minister of Education: What are the terms of reference, if any, for the Dandolopartners and Martin Jenkins work on providing initial advice for a review of Teacher Education Qualification Standards and what ministers and agencies, if any, were involved in developing those terms of reference?

Hon Erica Stanford: The Ministry of Education commissioned the contractor to develop initial advice to inform the review of Initial Teaching Education Programme Approval, Monitoring and Review Requirements (also referred to as Teacher Education Qualification Standards). The terms of reference for this work focused on providing independent, culturally inclusive, evidence informed advice on: • the strengths and limitations of the current ITE programme requirements (last set in 2019) • opportunities to strengthen alignment with the 2026 Standards for the Teaching Profession • areas to improve graduate teacher readiness and classroom practice • system level considerations, including implementation impacts and risks • international and domestic evidence on effective initial teacher education. The development of the terms of reference was led by the Ministry of Education. No Ministers or other agencies were directly involved in drafting the terms of reference. The work was informed by engagement with relevant education system agencies, including the Teaching Council of Aotearoa New Zealand in its role as the regulator of the teaching profession, to ensure the advice reflected system context and practical application.
