Hon Louise Upston: I am advised by the Ministry of Social Development that Needs Assessment Service Coordination (NASC) budgets are developed at an aggregate level, not on individual lines of funding. NASCs are responsible for prioritising service delivery to ensure that those with the greatest need are accommodated within their region.
