27703 (2026). Greg O'Connor to the Minister for Courts: When will the evaluation of the full Te Ao Mārama initiative be completed, and what results, if any, have there been from the evaluation so far?
Hon Nicole McKee: The Ministry of Justice has planned a three-phase evaluation. Phase 1 has been completed and produced a theory of change, intervention logic model and recommended measures to help evaluate effectiveness over the medium and long-term. This informed the overall monitoring and evaluation approach.
Phase 2 will begin in the second half of 2026 and will involve a process and emerging outcomes evaluation, it will examine whether Te Ao Mārama is being delivered as intended, including how it is working in practice and who it is reaching.
Once Phase 2 is completed in 2027/28, an impact evaluation will be undertaken as Phase 3. The impact evaluation will focus on how Te Ao Mārama has helped achieve the long-term changes and benefits it set out to create.
