27432 (2025). Dr Lawrence Xu-Nan to the Minister of Education: What consultation, if any, did the Ministry of Education conduct with Kāhui Ako regarding ending the Kāhui Ako programme?

Hon Erica Stanford: It was not necessary to ask the Ministry of Education to conduct a formal consultation process because Kāhui Ako have been reviewed over time and there is no proof of improved student achievement as a result of the significant investment made into the programme. Over the past seven years, there has been a number of surveys of and reports on the Kāhui Ako model, by the Ministry, the NANP, the Education Review Office, the Accord (NZEI Te Riu Roa, PPTA Te Wehengarua and the Ministry), SPANZ and various academic authors. Educational achievement across New Zealand has continued to decline according to internationally published rankings. Considerable feedback on Kāhui Ako has been received both formally and informally over many years. After consideration, the decision has been made to reinvest the funding into Learning Support, which directly supports learners to lift achievement and has significant support from the education sector."
