27323 (2025). Hon Dr Deborah Russell to the Minister of Climate Change: Did officials advise him at any point that the Emissions Reduction Plan’s reliance on the Kapuni Carbon Capture project created a single point of failure, and if so, what alternatives were proposed?

Hon Simon Watts: I have been advised by Ministry for the Environment officials that the Second Emissions Reduction Plan technical annex and Climate Implications of Policy Assessment included scenarios for no uptake, uptake by one operator, and uptake by two or more operators.
