Hon Simon Watts: The Second Emissions Reduction Plan outlines an annual adaptive management approach, to closely monitor progress and risk against the second emissions budgets and adjust as necessary to ensure the budget is met. This process allows for course correction as circumstances change. I expect Cabinet will consider progress and risks to the budget using the adaptive management approach toward the end of this year.
