26831 (2025). Hon Barbara Edmonds to the Minister of Education: What cuts or reprioritised savings, if any, in the Votes the Minister has responsibility for, if any, in 2025/26 were the result of an underspend in 2024/25 year?

Hon Erica Stanford: For information regarding underspend, please refer to the ‘Estimates of Appropriations 2025/26’ for Vote Education available at https://view.officeapps.live.com/op/view.aspx?src=https%3A%2F%2Fbudget.govt.nz%2Fbudget%2Fdocs%2Festimates%2Fv2%2Fest25-v2-educ.doc&wdOrigin=BROWSELINK.. The following initiatives arise from reprioritised funding as the result of an underspend for 2024/25: • Charter Schools Professional Learning and Development Reprioritising Underspend Funding – the timing of establishing new charter schools and the conversion of state schools has contributed to an underspend in 2024/25. • Early Learning Professional Learning and Development Reprioritising Underspend Funding – funding allocated for targeted professional learning and resources to support the expanded early learning curriculum legal framework for Te Whāriki a Te Kōhanga Reo and Te Whāriki has not been utilised, contributing to an underspend. • Kaupapa Māori and Māori Medium Reprioritising Underspend Funding – funding drawn from the contingency was overestimated resulting in an underspend. • Teachers' Tertiary Study in Literacy and Maths Programme Reprioritised Funding – the programme was not fully subscribed, contributing to an underspend. The New Zealand Qualifications Authority and Education New Zealand have no cuts or reprioritised savings in 2025/26 that were a result of an underspend in the 2024/25 financial year. ERO has not reprioritised any savings or cuts in Budget 2025.
