Rt Hon Christopher Luxon: In my capacity as the Prime Minister, I am the responsible minister for the Department of the Prime Minister and Cabinet (DPMC). The National Emergency Management Agency (NEMA) was a departmental agency hosted by DPMC until 25 September 2025. The Cyclone Recovery Chief Executive was a functional Chief Executive appointed under the Public Service Act 2020 in March 2023 and disestablished with effect from 1 July 2025. My response includes NEMA information to 24 September 2025. I am advised that there were 12 confidential settlement agreements entered with either DPMC or NEMA staff including former staff from 27 November 2023 to 5 June 2026. I am advised that out of that total, there were 11 financial settlements. Due to privacy reasons information relating to confidentiality clauses are not disclosed. There were no non-disclosure agreements entered with DPMC or NEMA staff during the same period.
