26070 (2025). Hon Barbara Edmonds to the Minister of Education: What user charges, if any, will be collected by the Minister’s responsible agencies, if any, in 2025/26, and for each of these what is the total amount expected to be collected?
Hon Erica Stanford: User charges collected by the Ministry of Education include the Export Education Levy and International Student Levy. Budgeted revenue for 2025/26 has not been finalised yet. Details of the Ministry’s revenue received from third parties is reported annually in the Ministry’s Annual Report. The New Zealand Qualifications Authority (NZQA) expects to collect the budgeted amount of approximately $27.6 million for user fees and charges in 2025/26. User charges typically collected by NZQA include: • NCEA Examination Fees • Assessment and Credit Fees against New Zealand Qualifications Framework • Registration, Approval and Accreditation Fees • Monitoring, compliance visits and any necessary follow up, including additional moderation resulting from non-compliance • Annual administration fees for Private Training Establishments, Institutes of Technology and Polytechnics • External Evaluation and Review Fees • Consistency Review Fees • Certification and Transcript Printing and Administration Fees • Other ad hoc charges including Quality Assured Assessment Materials Education New Zealand will not collect user charges in 2025/26.
