25926 (2026). Hon Phil Twyford to the Minister of Immigration: What charities are eligible for philanthropic gifts as part of the changes to the Active Investor Plus Visa; expressed as a list?
Hon Erica Stanford: For the purposes of the Active Investor Plus (AIP) visa, philanthropic investments can be made to New Zealand charities that are registered, have at least five years of compliant annual returns, have current Inland Revenue donee status, are Tier 1 to 3 reporting charities, and will use the funds in New Zealand. A full list of eligibility criteria can be found in Immigration New Zealand’s Operational Manual (https://www.immigration.govt.nz/opsmanual/#78347.htm). Applicants can use the Charities Register (https://register.charities.govt.nz/CharitiesRegister/Search) to identify registered charities and explore charitable opportunities that align with their interests. However, some charities will not be acceptable for AIP (e.g. Tier 4 charities, charities with fewer than five annual returns etc), and applicants should ensure that any charity they are considering meets the immigration requirements before they donate.
