25851 (2026). Vanushi Walters to the Minister of Foreign Affairs: Which specific programmes, projects or country allocations, if any, were delayed, reduced or cancelled in the 2024/25 financial year, contributing to the lower-than-forecast aid expenditure?

Rt Hon Winston Peters: Financial Year 2024/25 expenditure was 15% below the original budget. A wide range of projects were delayed or reduced due to factors including reprogramming the International Development Cooperation (IDC) programme to better align with the foreign policy reset; contractual delays; natural disasters and incidents in the Pacific; changes to Pacific partner governments; and longer than anticipated launch of internationally co-funded investments.
