Rt Hon Winston Peters: Official Development Assistance (ODA) is the international standard for development cooperation. ODA to gross national income (GNI) ratios are provided below. Note that ODA does not include International Development Cooperation (IDC) Programme expenditure in Pacific Island countries that are high income and have graduated from the OECD's list of ODA-eligible countires (i.e. Cook Islands).
