25824 (2026). Hon Kieran McAnulty to the Minister of Housing: What are all of the councils with which Kāinga Ora have experienced resource consent delays since 30 June 2025 and for each, how many of its new build homes have been delayed?

Hon Chris Bishop: Kāinga Ora – Homes and Communities advises that, for resource consents lodged since 30 June 2025, there are 593 homes across 20 council areas where processing timeframes for resource consents have not been met within the statutory periods set out in the Resource Management Act 1991. I refer the member to the attached table, which sets out the councils where these delays have occurred, and the number of Kāinga Ora new build homes affected in each council area.
