25785 (2025). Hon Barbara Edmonds to the Minister of Finance: What new user charges, if any, will be introduced by the Minister’s responsible agencies, if any, in 2025/26, and for each of these what is the total amount expected to be collected?

Hon Nicola Willis: For the Treasury, I direct the member to the response to the Examination of the Estimates Select Committee questions. For RBNZ, We operate the Exchange Settlement Account System (ESAS) on a cost-recovery basis and review this regularly. From 1 July 2025 ESAS will be introducing a fixed fee of $2,000 per month per vendor. The subscription fee ensures that operating costs are shared by all participants. The estimated total amount to be collected from this newly introduced fixed fee structure for the FY25/26 will be $456,000. There are no new charges for NZClear. Depositor Compensation Scheme (‘DCS’) levies will be introduced in 2025/26. We will be disclosing the FY25/26 levy amount as part of Statement of Performance Expectation (SPE) publication. These levies will be collected by the RBNZ and used exclusively for DCS-related costs and to build up the fund.
