25285 (2026). Vanushi Walters to the Minister of Foreign Affairs: How will any aid funding rolled forward from the 2024/25 financial year be allocated across programmes, countries and financial years?

Rt Hon Winston Peters: The Internastional Development Cooperation (IDC) Programme is funded through a multi-year (triennia) appropriation. A multi-year approach increases effectiveness by enabling smoothing of funding. Programming of IDC funding is driven by the Ministry's strategic planning process, that results in country expenditure targets for the triennium (published on the MFAT website). Funding unspent in Year 1 of the current triennium (2024/25) was rolled forward into Year 3 of the same triennium, to be programmed within the same country targets.
