Tangi Utikere to the Minister of Transport: Further to Replies 19668 and 19673 (2026): as the terms of reference of the current review do not examine the rationale for the 16 April 2025 amendment, the timing of NZ Police notification, or NZTA's record-keeping, by what process, and on what timeframe, will each of those three matters be examined?

Hon Chris Bishop: NZTA is currently undertaking a review of the Certificate of Particulars control. While the terms of reference for that review are focused on the design of the control going forward, I am advised it will include the decision-making process associated with the 16 April 2025 amendment. This work is expected to be completed by the end of June 2026. In relation to the timing of notification to NZ Police, I am advised that NZTA has not identified any issues with how or when notification occurred, nor has NZ Police raised any issue. As a result, there is no separate review process underway or planned to examine this matter. Similarly, I have not been advised of any concerns regarding NZTA’s record-keeping practices in this context. In the absence of identified issues, no specific review of record-keeping has been commissioned. Record-keeping practices sit within NZTA’s operational responsibilities, and I have not sought further advice on this point.
