Hon Damien O'Connor to the Minister of Defence: How much of the new spending in Vote Defence Force in Budget 2026 is non-cash, including the approximately $139.6 million for Depreciation Expense Arising from Asset Revaluations and the approximately $61.4 million one-off increase to the Crown's Veterans' Entitlements Liability, and how much represents new cash investment in capability, if any?

Hon Chris Penk: Of new spending, only the $61.4 million to the Crown's Veterans' Entitlements Liability is non-cash.
