24315 (2026). Hon Kieran McAnulty to the Minister of Housing: What conditions, if any, will be attached to the council incentive payments under the Going for Housing Growth – Pillar 3 initiative funded in Budget 2026 to ensure the funding results in additional dwellings being consented, and how will additionality be measured and verified?
Hon Chris Bishop: As Minister of Housing I note that funding is awarded for each new dwelling consented, incentivising councils to consent more dwellings so they can be awarded more funding. Funding rates are set such that they increase with the number of dwellings relative to their numbers of existing homes providing an additional incentivising effect. The three pillars of Going for Housing Growth work as a package, and additional dwellings won’t be attributable to individual pillars.
