24310 (2026). Hon Kieran McAnulty to the Minister of Housing: What constraints, if any, has the Minister placed on how baseline and other savings in Vote Housing and Urban Development may be found in Budget 2026, and may those savings extend to reductions in funded housing-delivery programmes if sufficient savings cannot otherwise be achieved, broken down by agency, department, Crown entity, company, or other organisation for which the Minister is responsible?
Hon Chris Bishop: As Minister of Housing I have not placed specific constraints on how baseline and other savings in Vote Housing and Urban Development are to be found in Budget 2026.
Savings decisions were considered through the Budget process and reflect a range of initiatives agreed by Cabinet, including:
• Income-related Rent – Increasing the Minimum Tenant Contribution to Social Housing Costs;
• Kāinga Ora Expenditure Reductions; and
• Tāmaki Regeneration Company Delivery Commitments.
These initiatives reflect changes to policy settings and updated forecasts of expected expenditure, rather than reductions in agreed delivery commitments, and do not rely on the need to identify additional savings through reductions to funded housing delivery programmes.
