Hon Kieran McAnulty to the Minister of Housing: What were the actual versus forecast construction-cost reductions delivered by the Kāinga Ora Turnaround Plan to date, given the Kāinga Ora Expenditure Reductions saving in Budget 2026 relies on those reductions, and will the Minister release the underlying figures, if any, broken down by agency, department, Crown entity, company, or other organisation for which the Minister is responsible?

Hon Chris Bishop: Kāinga Ora Homes and Communities advises me that prior to the Turnaround Plan (FY2023/24), construction costs were $3,473 per sqm. As at 30 March 2026, actual construction costs are $3,159 per sqm and Kainga Ora is forecasting to reach $2,980 per sqm by the end of this financial year.
