24307 (2026). Hon Kieran McAnulty to the Minister of Housing: How many additional dwellings have been consented to date as a result of each pillar of the Going for Housing Growth programme announced in previous Budgets, if any, and how does that compare with the forecasts made when each pillar was funded, broken down by agency, department, Crown entity, company, or other organisation for which the Minister is responsible?
Hon Chris Bishop: As Minister of Housing I note that the three pillars of Going for Housing Growth work as a package, and additional dwellings won’t be attributable to individual pillars. Pillar 1 of Going for Housing Growth will be predominantly implemented through the new planning system that will replace the Resource Management Act 1991. The new planning system will be progressively implemented between now and approximately 2030. As such, Pillar 1 has not yet been implemented and therefore no additional dwelling consents are attributable to Pillar 1. No previous forecasts or budget bids have been prepared for Pillar 1. Pillar 2 of Going for Housing Growth is being progressed through the Infrastructure Funding and Financing Amendment Bill, and preparation of legislation to replace development contributions with a development levies system. These changes have not yet been implemented. The Incentives for Growth Fund, part of Pillar 3, was announced on 28 May as part of Budget 2026 announcements. The first payments to councils are due to be made on 1 April 2027.
