24304 (2026). Hon Kieran McAnulty to the Minister for Infrastructure
Written Question

24304 (2026). Hon Kieran McAnulty to the Minister for Infrastructure: What reporting and oversight arrangements, if any, are in place to track the delivery, cost and benefits realisation of the infrastructure investments funded in Budget 2026, and will the Minister make that reporting public, broken down by agency, department, Crown entity, company, or other organisation for which the Minister is responsible?
Hon Chris Bishop: Agencies are required to report on investments in planning and delivery to the Treasury on a quarterly basis through Quarterly Investment Reporting (QIR), and annually, to cover Benefit Realisation for any investments completed in the last three years. This will include infrastructure investments funded from previous Budgets, as they will typically meet the threshold for requiring visibility through the QIR, and can be broken down by entity.
These quarterly and annual collections inform Treasury advice to me as Associate Minister of Finance, the Minister of Finance, and Cabinet, and provide us with visibility, oversight and action as required. This advice is proactively released by the Treasury and can be found here: https://www.treasury.govt.nz/information-and-services/public-sector-leadership/investment-management/investment-management-system-reporting/quarterly-investment-reporting
