24300 (2026). Hon Kieran McAnulty to the Minister for State Owned Enterprises: What savings, expenditure reductions or changes to forecast dividends, if any, are recorded in Budget 2026 in respect of the state-owned enterprises and other Crown companies for which the Minister is responsible, broken down by agency, department, Crown entity, company, or other organisation for which the Minister is responsible?
Hon Simeon Brown: The companies whose Crown shareholdings I am responsible for are commercial entities that earn their revenue and fund their expenses by selling goods and services to their customers. As such, unlike Crown Entities, they are not typically funded by appropriations. In some cases, the Crown is a customer of the companies, and the Crown’s purchases of their goods and services is funded by appropriations. For example, the “Weather Forecasts and Warnings” appropriation in Vote Transport purchases services from the State-owned Enterprise MetService. As Minister for State-Owned Enterprises, I am not responsible for these appropriations. Any savings in these appropriations would be detailed in the Budget 2026 Summary of Initiatives which can be found here: https://budget.govt.nz/budget/pdfs/summary-initiatives/b26-sum-initiatives.pdf. For completeness, there were no savings in the “Weather Forecasts and Warnings” appropriation in Vote Transport in Budget 2026.
More broadly, these companies re-forecast their revenue, expenses and dividends on a regular basis and those forecast revisions are reflected in the Budget. Those forecasts may include the impact of specific savings or expenditure reductions decided by the boards of the companies, not by the Government – and therefore these are not reflected in the Budget Summary of Initiatives. I do not believe this is what the Member is seeking, and in any case, it would not be in the public interest to collate this information and release this level of detail for commercial companies – particularly for the listed companies which are subject to the disclosure requirements of the NZX Listing Rules, or for Christchurch International Airport Limited, where the Crown is a 25% shareholder.
State-Owned Enterprises financial forecasts will be reflected in their Statements of Corporate Intent, which are publicly available once these documents are finalised, and are subject to scrutiny by select committees. The forecasts are also reflected in the Budget Economic and Fiscal Update, which can be found here: https://www.treasury.govt.nz/sites/default/files/2026-05/befu26.pdf. This provides aggregate figures for the State-owned Enterprises segment of the Crown.
It would not be in the public interest to provide more detail than is included in these documents.
