Vanushi Walters to the Minister responsible for the GCSB and NZSIS: What is the forecast change in full-time-equivalent staffing for each of the New Zealand Security Intelligence Service and the Government Communications Security Bureau over the four years to 2029/30, if any, given those agencies are exempt from baseline savings but subject to the full-time-equivalent reduction in Budget 2026, and how does that reconcile with the Intelligence and Security Uplift funding?
