Hon Chris Bishop: Whether a catchment is overallocated depends on the limits and targets set by regional councils and their communities when implementing the National Policy Statement for Freshwater Management. It is not possible to provide an explicit list of catchments and locations that are over allocated until regional freshwater planning processes are completed.
