Hon Nicola Willis: I am currently proposing to manage the OBEGAL impacts of an Infrastructure Funding and Financing Act levy using the Greenfield model by treating the OBEGAL impact outside of allowances and allowing it to flow through as change in the fiscal forecasts. An Infrastructure Funding and Financing Act levy using the Greenfield model would require future Cabinet approval at the time it was proposed by a developer. Final decisions on managing the OBEGAL impact will be taken concurrently with Cabinet approval of the levy.
