23414 (2025). Debbie Ngarewa-Packer to the Minister for Māori Development: What is the process of the Review of the Waitangi Tribunal?

Hon Tama Potaka: The Review of the Waitangi Tribunal is focused on the legislation that establishes and governs it - the Treaty of Waitangi Act 1975. The process is being led by an Independent Technical Advisory Group (ITAG), appointed to assess whether the Act remains fit for purpose. The ITAG is operating independently of Ministers and government agencies. It is supported by a secretariat hosted by Te Puni Kōkiri, which provides administrative and analytical support only. The Group has been asked to report its findings by the end of September 2025. Its work includes legal and policy analysis, and will be informed by targeted engagement. The Government will consider the ITAG’s advice before making any decisions.
