23390 (2025). Dr Lawrence Xu-Nan to the Minister of Education: Were the Structured Literacy resources, supplied to schools through government funding, sourced through an open or closed tender procurement process?

Hon Erica Stanford: As part of supporting schools and kura to implement structured literacy approaches, the Ministry of Education (the Ministry) provides a contribution towards purchasing resources Because this is a funding contribution provided directly to schools, no procurement process is required. Schools are able to select their own resources. The Ministry’s instructional reading publications are procured using a Ministry preferred panel of approved curriculum specialist service providers via a secondary procurement process.
