23103 (2024). Hon Jan Tinetti to the Minister of Education: Does the Minister believe the children that have been through the reading recovery programme have the habits of poor readers?

Hon Erica Stanford: The evidence is that the three-cuing approach that Reading Recovery is based on teaches the habits of poor readers. The extent to which that is true (or not) for each child will differ depending on a range of factors. For example, the extent to which their Reading Recovery teacher is incorporating structured literacy approaches and the approach to teaching literacy in their classroom.
