Rt Hon Christopher Luxon: All exemption requests were initiated by the entitled user. As advised in my answer to written question 19338 (2025), one exemption was initially declined. However, additional information was received by Ministerial Services from a third-party in support of the exemption. The letter received from the third-party did not initiate the exemption process. The exemption was subsequently reassessed and approved.
