Hon Chris Bishop: Through the National Infrastructure Agency reform, Rau Paenga Limited became Crown Infrastructure Delivery Limited (CID) and a formal mandate (Treasury Circular 2024/19: The Crown Infrastructure Delivery Limited Mandate) was created, mandating CID to act as the Crown’s infrastructure delivery agency on behalf of agencies with low infrastructure delivery capability.
