Hon Chris Bishop: Concerns have included, that there was not sufficient consultation points in the process, that development was being prioritised over the environment, a lack of reference to the Treaty, lack of protection for groups without a Treaty settlement, the lack of appeal options, and concern that the Fast-track process was able to consent projects that had already been declined under the Resource Management Act 1991.
