21009 (2025). Hon Willow-Jean Prime to the Minister for Children: How, if at all, is the military-style academy pilot target outcome for staff of the development of strong mentor relationships and positive role modelling with academy participants measured?

Hon Karen Chhour: I am advised by Oranga Tamariki that target outcomes for the Military-Style Academy Pilot were articulated as part of the early design stage. Some are short-term goals while others reflect ripple effects which extend beyond the 12-month programme and the current evaluation period. The evaluation framework which is being used includes both qualitative and quantitative data sources in a mixed method evaluation design. I am further advised that this target outcome is being measured qualitatively, based on key stakeholder interviews and case studies, as noted in the evaluation reporting.
