Hon Dr Ayesha Verrall to the Minister for Infrastructure: What is the Minister's explanation for the difference between the $134m in inherited water debt recorded by Wellington City Council in 2021 Department of Internal Affairs figures and the $703m of debt being transferred to Tiaki Wai?
