19967 (2025). Shanan Halbert to the Minister for Vocational Education: How will the Minister ensure appropriate pastoral care and academic support is provided in Private Training Establishments?
Hon Penny Simmonds: Tertiary education providers, including registered Private Training Establishments (PTEs), must comply with the Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021 (the “Code”). PTEs must also comply with the Private Training Establishment Registration Rules 2022 (“registration rules”).
Through the Code, the government sets expectations and provides the framework for the wellbeing and safety of learners. This includes supporting the pastoral care and academic support needs of learners.
Through the registration rules, NZQA sets requirements for PTEs, which includes providing students access to educational and non-educational support and guidance services. It is the responsibility of PTEs to ensure they comply with the Code and the registration rules, and that appropriate support is provided to learners. NZQA, as Code Administrator and through its quality assurance activities, monitors how PTEs comply with the Code and registration rules and takes any appropriate action to address issues identified.
