19940 (2026). Hon Ginny Andersen to the Minister of Police: Further to WPQ 17172 (2026); What has contributed to there being a varience in police officer RAT to the Service, Victims and Resolutions Business Group at New Zealand Police?

Hon Mark Mitchell: I am advised that Service, Victims and Resolutions have a number of “dual roles”, meaning both constabulary and non-sworn staff are eligible for appointment. This can create challenges, as the balance between constabulary and non-sworn staff does not always align with the Resource Allocation Target (RAT). RAT is designated as either constabulary or non-sworn. As a result, Police workgroups with dual roles may be over their RAT for one staff type while under being under for the other. Police address this issue periodically by redistributing the type of RAT held by different work groups to better reflect the makeup of their staff.
