Tangi Utikere to the Minister of Transport: Further to Replies 11428, 13158, 13163, 13378, 17205, 18710 and 18712 (2026): (a) is the National Manager, Regulatory Performance, Risk & Insights identified in Reply 13158 as having directed the process change to further mitigate the potential for fraud the same individual as the Head of Regulatory Performance, Risk and Insights identified in Reply 18712 as the decision-maker on enforcement action against the individual referred to in Replies 13171 and 18710; (b) did the person identified in Reply 18712 also have any decision-making, advisory, or approval role in the 16 April 2025 amendment of the CoP control referred to in Reply 13378, the 1 August 2025 notification to NZ Police referred to in Reply 13163, the November 2025 media statement referred to in Reply 17205, or the closure of the vulnerability on 31 October 2025 referred to in Reply 11428; and (c) under what specific written delegations from the Director of Land Transport did that person act, and are those delegations publicly available?

Hon Chris Bishop: I am advised by NZTA that the National Manager Regulatory Performance and Insights had their title changed to Head of Regulatory Performance, Risk and Insights as part of an organisational change process. The same person has held these positions for the period of this work. They did not have any decision-making, advisory or approval role in the amendment of the CoP control on 16 April 2025. However, they were the NZTA staff member who provided the notification to NZ Police on 1 August 2025 and were one of the approvers of the November 2025 media statement. With respect to closing the vulnerability on 31 October 2025, I refer the Member to my reply to 13158 (2026). None of the above decisions require formal delegations from the Director of Land Transport. They acted within the accountabilities of their role, as a senior leader within NZTA. With respect to the enforcement action referred to in Written Questions 13171 (2026) and 18710 (2026), this was under a specific delegation to the Head of Regulatory Performance, Risk and Insights relating to decisions made under section 29 of the Land Transport Act 1998 and clauses 77 and 82 of the Land Transport (Driver Licensing) Rule 1999. Delegation holders relating to decisions which are the responsibility of the Director of Land Transport are not publicly available, and there are usually multiple individuals within NZTA that hold delegations.
