19923 (2026). Dr Lawrence Xu-Nan to the Minister of Education: Is Minister confident that her amendments in the Education and Training (System Reform) Amendment Bill set out in Amendment Paper 583, Clause 38C New sections 482B and 482D complies with Cabinet Manual section 3.26; if so, why?

Hon Erica Stanford: Yes. Because new sections 482B and 482D concern the Teaching Council publishing its Statement of Intent and Statement of Performance Expectations on the internet and presenting them to the House. Section 3.26 of the Cabinet Manual is regarding the relationship and frequency of contact between Minister and Agency. These provisions do not concern my relationship with officials. It is also important to note that the Teaching Council is not an “agency” for the purposes of Chapter 3 of the Cabinet Manual.
