19845 (2025). Tamatha Paul to the Associate Minister of Housing: What new tools or practices, if any, will Kāinga Ora use to improve tenant management, and how will it balance being a firm landlord with supporting vulnerable tenants?
Hon Tama Potaka: Kāinga Ora – Homes and Communities advises me that it implemented its new Tenancy Management Framework from 1 July 2024, following Government direction to take a firmer approach to tenancy management.
The framework sets out the approach to using the tools available to Kāinga Ora under the Residential Tenancies Act 1982. It balances providing the right support to tenants and upholding responsibilities as a landlord, including protecting the quiet enjoyment of neighbours and communities.
Where a tenant has issues that are outside of its role of landlord, Kāinga Ora works to understand the cause behind issues, and where a customer requires additional support from other agencies, Kāinga Ora refers them to specialist support services.
