Tangi Utikere to the Minister of Transport: Further to Replies 13378 and 18708 (2026): (a) were the decision-makers who authorised the 16 April 2025 amendment to the Certificate of Particulars control among those involved in the assessment into possible fraud at the time of that decision, or were they briefed from outside that assessment; (b) if among those involved, will the Minister identify by position title the membership of that group as at 16 April 2025; (c) if briefed from outside, who within NZTA authorised the briefing of those decision-makers on the matters referred to in Reply 18708; and (d) on what date were the data pattern anomalies referred to in Reply 18708 first identified, and were they a separate matter from, or part of, the matter detected in February 2025?

Hon Chris Bishop: No, the decision makers who authorised the Certificate of Particulars (CoP) control amendment were not among those involved in the assessment into possible fraud at the time of the decision. A meeting did occur in March 2025 between the recommender of the CoP amendment and the Intelligence team regarding overseas licence conversions and evidence of validity rules. However, the extent of CoPs being used as a fraudulent document was not known at that time. The data pattern anomalies referred to in my response to Written Question 18708 (2026) were identified on 21 February 2025 as part of the work detected at that time.
