Tangi Utikere to the Minister of Transport: Further to Reply 18710 (2026): (a) how many individuals within the cohort of 461 referred to in previous replies have requested reconsideration of a licence revocation arising from the overseas conversion fraud; (b) how many such requests have been granted; (c) on what published or written criteria are such decisions made; and (d) in how many cases has an individual whose original conversion was identified as fraudulent or falsified subsequently obtained a new New Zealand driver licence?

Hon Chris Bishop: NZTA has advised me that it can confirm that some individuals within the 461 have requested reconsideration of their licence revocation. These requests are managed within individuals’ case records, rather than through a consolidated register for reporting purposes. To date, no revocation decisions relating to these licence conversions have been reversed. Where reconsideration has been sought, NZTA has instead provided information on the lawful pathways to obtain a driver licence through the New Zealand licensing system. I am advised by NZTA that as of 21 May 2026, 125 individuals within this cohort have a obtained a new New Zealand licence through standard driver licensing processes (either through the conversion of an overseas licence, or progressing through the graduated driver licensing system).
