Tangi Utikere to the Minister of Transport: Further to Replies 13171 and 18710 (2026): (a) does NZTA maintain, on the licensing record of each individual within the 461 cohort, a notation that they were previously found to have provided fraudulent or falsified information in a licence application; (b) does NZTA consider the prior finding of fraudulent documentation to be a material matter for any future licence application by such an individual; (c) other than the individual referred to in those replies, are there any other individuals within the 461 cohort who have been found to have provided falsified documentation on more than one occasion?

Hon Chris Bishop: I am advised by NZTA that: (a) The Driver Licence Register has system limitations on the information that can be recorded against it. There are records in NZTA’s current customer management system where individuals have been identified to have provided fraudulent or falsified information in regard to this cohort. In addition to this, there are individual audit files maintained. (b) Yes. While anyone who meets the legal requirements is entitled to apply for a New Zealand driver licence, those who have provided fraudulent documentation will be subject to increased scrutiny in future applications. (c) Within the cohort of 461, there are instances where individuals supplied the same fraudulent document on more than one occasion, including both with their original application and subsequently in response to NZTA’s request for evidence of validity. However, this specific situation was not uniquely recorded, and therefore accurate numbers cannot be provided. I am further advised that NZTA has identified 15 subsequent overseas licence conversion applications of potential concern involving individuals from this cohort who reapplied following cancellation or surrender of their licences. Of these: • 3 were confirmed as valid (i.e. no issues were found in the audit) • 6 have been confirmed as providing fraudulent or falsified documentation to support the conversion of an overseas licence from a different country • 6 are in the process of being audited and verifying the validity of all documentation used to support the conversion of the licence. In regard to the 6 that have been confirmed as providing fraudulent or falsified documentation, NZTA has cancelled these licences.
