Tangi Utikere to the Minister of Transport: Further to Reply 18700 (2026), regarding the review of the Certificate of Particulars control due to be completed by the end of June 2026: (a) what are its terms of reference, and is it being conducted by NZTA staff or by an independent reviewer; (b) will it examine the role of administrative error identified in Reply 18702 (2026), the rationale for the 16 April 2025 amendment, the timing of NZ Police notification, and NZTA's record-keeping practices in respect of these matters; (c) will the review report be proactively released, and on what date; (d) what specific changes will be made to the NZTA website regarding overseas licence conversion requirements, and on what date?

Hon Chris Bishop: I am advised by NZTA that the high-level terms of reference for the review are to assess the effectiveness of the Certificate of Particulars control introduced in July 2024 and amended in April 2025. In particular, the review will consider whether: • front-line staff are conforming to the current requirements; • Certificates of Particulars being presented meet NZTA requirements; and • the current control remains sufficient to manage risk. The review is being undertaken by NZTA staff and is expected to identify any issues such as the administrative error referred to in Reply 18702 (2026). However, the scope of the review has not been designed to examine the rationale for the 16 April 2025 amendment, the timing of NZ Police notification, or NZTA’s record-keeping practices in respect of these matters. I am advised that reports relating to operational assurance reviews are not proactively released, as they are designed to identify vulnerabilities in systems and processes, and publication could increase the risk of those vulnerabilities being exploited. I am advised that changes to the NZTA website regarding overseas licence conversion requirements will be made if required as a result of the review. As the scale of any changes is not yet known, a date for these updates cannot currently be confirmed.
