19640 (2024). Hon Willow-Jean Prime to the Minister for Children: What, if any, definition of "serious and persistent offending behaviour" is in use for the Government target of reduced child and youth offending?
Hon Karen Chhour: I am advised by Oranga Tamariki that for the purposes of this measure a child or young person is defined as having serious and persistent offending behaviour when they been proceeded against by Police for three or more distinct offending events within the previous 12 months, where at least one of the offending events has a maximum penalty greater than or equal to seven years’ imprisonment.
