19580 (2026). Lan Pham to the Associate Minister for the Environment: Following Reply 18564 (2026), what role does the Associate Minister believe catchment groups should have, if any, in relation to regulatory settings for land use and water quality in their catchments, such as those that may exist in a regional plan?
Hon Andrew Hoggard: Farmer-led catchment groups are already improving water quality and land management in their local communities, demonstrating that voluntary actions can also improve water quality without resorting to rules and regulations. Where rules are required, catchment groups have the on-the-ground expertise to inform regulatory settings proposed by regional councils to ensure they are practical and achievable.
