19459 (2026). Tangi Utikere to the Minister of Transport: Further to Replies 13169, 17201 and 17204 (2026), why has no infringement notice yet been issued to any of the 461 individuals identified as having fraudulently converted a licence; and does NZTA consider this consistent with the position stated in Reply 13169 that an infringement, along with initial cancellation or suspension, was the appropriate regulatory response at the time?
