19349 (2025). Hon Kieran McAnulty to the Associate Minister of Housing: What are the components of phase two of the early interventions programme related to emergency housing, and how will it differ from phase one?

Hon Tama Potaka: Phase one was led by the Ministry of Social Development (MSD) and focussed on identifying potential improvements to MSD-led interventions within the current system. Phase two, led by the Ministry of Housing and Urban Development, is much broader and focussed on identifying system-level opportunities for intervention across social sector agencies to prevent the need for emergency housing.
