Hon Kieran McAnulty to the Associate Minister of Housing: Does the Minister agree with feedback received by the Ministry of Social Development that a person's need for emergency housing is more likely caused by "systemic failures" - for example, poor communication between agencies like MSD, Health NZ and the Department of Corrections - rather than the person themselves?

Hon Tama Potaka: Feedback received by The Ministry of Social Development was that a person’s need for emergency housing is often due to a complex range of factors, and that “systemic failures” was only one factor noted.
