19242 (2025). Tamatha Paul to the Minister of Corrections: What proven rehabilitative models, if any, are being implemented in the new Waikeria Prison facilities?

Hon Mark Mitchell: I am advised that rehabilitation programmes are one of a number of activities people in prison take part in, with Corrections providing a wide range of services to assist with the reintegration of people in prison. This includes health services, mental health and addiction programmes, cultural support services, educational opportunities, vocational and employment training, motivational sessions, offence-focused programmes, wrap-around family support, reintegration services, intensive residential programmes, and transitional accommodation support. I am further advised that each person’s rehabilitative and reintegrative pathway is unique and based on many considerations including the nature of their offending, their risk of re‐offending, their motivation to change, their physical and mental wellbeing, and the support they have around them. I am further advised that case managers work with people one‐on‐one to identify their rehabilitation needs and match these with available programmes to be completed throughout their sentence. Corrections will offer rehabilitation programmes similar to those offered across Corrections-managed prisons. Corrections is already delivering programmes at Waikeria Prison, and will continue to deliver these services.
